Publication ethics

The editorial board of the journal "Bulletin of the International Scientific Surgical Association" follows the ethical standards prescribed by the international scientific community. The editorial process (authors contributions, description and research results) is guided by high standards of publication ethics as set out by International Committee of Medical Journal Editors (ICMJE) and the Commission on Publication Ethics (COPE).

All publications presented in the journal "Bulletin of the International Scientific Surgical Association" are being reviewed with respect to the plagiarism, ethic issues and significance.


Duties of the editorial board

All submissions to the journal are reviewed by the editor and scheduled to publication by the editorial board. The decision is made due to the journal policy and the copyright legislation. It is free from any kind of ethnic, racial, political, national or religious judgement. All manuscripts are reviewed with regard to the scientific significance, originality, clarity of presentation and relevance to the journal.

Confidentiality. Complete confidentiality maintenance is mandatory. Editor, his assistants, reviewers should not reveal any information regarding the author and the manuscript.

Disclosure of conflict of interest. Unpublished manuscripts could not be used by the employees of the journal in their own scientific research interests without written consent of the author.

Plagiarism, falsification of data and mistakes correction. Any case of ethical misconduct or any other kind of conflict matter must be reported to the editorial board in written form and the decision or action will be undertaken within 30 calendar days. Such cases will be treated, investigated and resolved very carefully.


Duties of the reviewers

Reviewing of articles submitted by authors is made in order to help the author to improve his work and to help the editorial board in making the decision on publication.

The reviewer is obliged to inform the editorial board and stand out immediately in case of conflict of interest (any conflict cooperation with one of the authors, firms or organisations connected to the manuscript publication), in case of inability to assess the manuscript in the best way and in case of delays in reviewing execution.

Review comments should be courteous and constructive, and should not include any personal remarks or criticism. The opinion of the reviewer should explain and support his judgement so that both editors and authors are able to fully understand the reasoning arguments behind the comments.

The manuscripts accepted to reviewing are treated absolutely confidential. They are not supposed to be discussed with any other experts, if it is not assigned by the editorial board.

The reviewer provides the following information to the editorial board: if the manuscript fits the scope of the journal, if it is an original manuscript and is unpublished, if there is no plagiarism, including duplicate publication of the author’s own work, in whole or in part without proper citation, and if all relevant accompanying data, citations, or references is given.


Responsibility of authors

Reliability and standards of research. The authors must present reliable results of their work and objective analysis of the significance of the study in case of the original work, and all essential information cited in the right format. The manuscript should consist of all substantive data, analysis and interpretation of the details of the study and necessary references to provide the reproducibility of the results. Falsification of the data and incorrect confirmations are considered to be unethical and unacceptable.

Data availability. Editorial board is entitled to require the input data from the authors. The author has to provide the access to the demanded information unless it does not break the confidentiality rules of the third party (participants of the experiment, personal or corporate owners of the data).

Originality, plagiarism and indication of sources. The authors should present entirely original manuscripts. If the authors have used the work of others that must be appropriately cited or quoted where necessary. All publications used in the writing of the manuscript are to be listed.

Multiple, redundant or concurrent publication. An author should not publish manuscripts describing essentially the same research in more than one journal of primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical behaviour and is unacceptable. An author should not submit for consideration in another journal a paper that has been published previously as an author's article.

Publication of some kinds of articles in more than one journal is sometimes possible, if the authors and editors of the journals have agreed to the secondary publication, reflecting the same data and interpretation of the primary document. The primary reference must be cited in the secondary publication.

Authorship. All authors listed on the manuscript should have contributed significantly to the experimental design, its implementation, or analysis and interpretation of the data. All authors involved in the writing of the manuscript are responsible for their contributive part of the manuscript.

Financial contribution or selection of material for the study is not sufficient for authorship. General management of the research team is also not sufficient for authorship.

All authors must have read and approved the final version of the publication and signed the manuscript for publication.

Conflict of interests. Each author should reveal any financial interests or connections, direct or indirect, or other situations that might raise the question of the results and conclusions of the study. All financial sources of the study should have been listed.

After reviewing the manuscript could be sent to an author for the rework. Authors are obliged to cooperate with the editor and reviewer, including answering the questions, providing evidence and writing additions to the manuscripts where requested.
